Head of Programme Management

Job description

We are seeking a highly experienced Portfolio and Programme Professional, who is proactive, dedicated and detail-oriented to join our team as the Head of P3M, reporting to the Executive Director, to support delivery of our strategy and ensure robust people management. The individual should have significant experience in Government and / or Industry leading multi disciplined teams to deliver complex ventures to Time, Cost and Performance.

The Head P3M is responsible for overseeing and managing the output from the P3M team. The role involves strategic planning, resource management, team leadership, and ensuring the successful execution of all deliverables allocated to the P3M area.

The P3M Team provide Services to our customers, internally to manage our own contracts and within the wider business. Responsibilities

Strategic Leadership

• Develop and implement a strategic plan for the P3M Area team, that aligns with the overall SQEP Ltd Strategic Priorities.

• Working alongside our Business Winning Team, identify opportunities for business growth and improvement within the P3M area, through client facing engagements and wider interactions and networking opportunities.

• Work across the business in conjunction with the SQEP Senior Leadership Team (SLT) to support business improvement initiatives and strengthen company P3M performance.

Portfolio and Programme Oversight

• Oversee the delivery of the organisation’s project and programme area, ensuring alignment with strategic priorities reporting through the Executive Director to the company Board.

• Monitor outputs to our clients to ensure exceptional performance, that risks are fully understood, managed and treated, that resources are appropriately balanced, and all benefits (Client and SQEP Ltd) are realised.

• Lead programme reviews and assurance activities of internal and client based P3M outputs to ensure consistently high standards of delivery.

Project Governance & Methodology

• Maintain and evolve the organisation’s project management frameworks, tools, and processes.

• Ensure consistency in planning, reporting, and execution across all programmes and projects, both for clients and the business.

• Implement effective governance structures and decision-making mechanisms in support of our client deliverables, internal P3M requirements and broader business requirements.

Leadership

• Live and inculcate the SQEP Ltd Values in all tasks and interactions

• Lead, mentor and develop a high-performing team of project and programme managers across all client areas. This will include conducting probation and employee reviews, assessing their performance, and achievements against their competency objectives.

• Build capacity across the organisation through training, coaching and professional development in P3M practices.

• Promote a culture of accountability, collaboration, and excellence in delivery; support the continued development of P3M principles across the business.

Resource Management

• Optimise resource allocation, including personnel and budget, to maximise efficiency and lead the professional development of team members to support financial objectives.

• Develop a recruitment strategy for the SQEP Ltd P3M cadre and assist in the recruitment process across the wider business.

• Establish and implement a skills-based development plan for the P3M team, using collaborative learning and individual development plans.

• Monitor staff holiday, sickness and other absences to uphold SQEP’s commitment to a clear work-life balance.

Client Relations

• Build strong relationships with internal stakeholders, clients, and partners to ensure alignment, satisfaction and enduring positive relationships across all business areas.

• Act as a trusted advisor for strategic customer engagement on delivery matters, providing insight, mentoring and challenge where appropriate.

Qualifications

• Degree in Engineering, Project Management, Business Administration, or a related discipline (or equivalent experience).

• Relevant P3M certifications (e.g., MSP, MoP, PMP, APM PQ).

Experience

Essential

• Extensive experience in leading portfolio & programme management within an engineering, technical or consultancy environment. Page | 3 SQEP INTERNAL

• Expert knowledge of P3M frameworks and methodologies (e.g., MSP, PRINCE2, MoP, Agile, APM or equivalents).

• Demonstrable track record of delivering complex, multi-disciplinary projects and programmes.

• Experience in developing and embedding P3M governance structures and tools.

• Exceptional leadership and people management skills.

• Strong stakeholder engagement and communication capabilities.

• Excellent analytical, decision-making, and problem-solving abilities.

• Proven Financial acumen including track record of successful budget management.

Desirable

• Chartered status with APM, PMI, or equivalent professional body.

• Experience working with high-integrity or regulated industries (e.g., nuclear, defence, transportation, energy).

• Familiarity with digital project management tools and data-driven reporting, ideally including at least a level of competence with Microsoft Power BI (or equivalent).
