Portfolio, Programme and Project Management (P3M) Consultant

Job description

We are seeking an experienced and motivated Consultant to join our P3M team. This role is ideal for a proactive project, programme, or portfolio specialist with a strong track record of delivering high quality outcomes in complex, multi disciplinary environments. You will provide expert P3M delivery, assurance, and stakeholder engagement across a range of defence and technical programmes, supporting both client-facing work and internal capability development.

As a trusted advisor, you will bring strong analytical skills, robust governance knowledge, and the confidence to influence at all levels. You will play a key role in upholding SQEP’s reputation for excellence, collaboration, and integrity.

Responsibilities

P3M Delivery

  • Deliver high quality project, programme, and portfolio management services to clients across defence and other high integrity sectors.
  • Lead or support the planning, execution, monitoring, and reporting of projects/programmes, ensuring alignment with client objectives.
  • Develop, maintain, and assure project artefacts including schedules, RAID logs, dashboards, governance packs, and status reports.
  • Support the implementation of P3M frameworks, processes, and methodologies, ensuring consistency and quality of delivery.
  • Conduct risk assessment, benefits tracking, dependency management, and performance evaluation across assigned workstreams.

Assurance & Governance

  • Contribute to internal and client-based reviews, audits, and assurance activities.
  • Ensure project governance structures are applied effectively and proportionately.
  • Promote high standards of quality, compliance, and continuous improvement within project and programme delivery.

Client Engagement

  • Build and maintain strong client relationships, demonstrating a clear understanding of requirements, challenges, and organisational context.
  • Represent SQEP at client meetings, stakeholder boards, and technical forums.
  • Provide expert advice and challenge where appropriate, acting as a trusted partner to senior stakeholders.
  • Support business development by contributing input to proposals, bids, and client presentations.

Team Support & Mentoring 

  • Support the Head of P3M in driving capability development across the team.
  • Mentor and guide junior P3M consultants, contributing to a collaborative learning environment.
  • Share knowledge, best practice, and lessons learned across the wider business.

Internal Contribution

  • Promote SQEP’s company values in all interactions.
  • Contribute to the development of P3M frameworks, tools, and internal processes.
  • Participate in recruitment activities, internal events, and community initiatives as required.

Qualifications

Desirable

Working toward or holding relevant professional accreditation (e.g., APM, PMI).

Experience using digital P3M tools (e.g., Power BI, Jira, MS Project, Primavera).

Competencies

Essential

  • Demonstrable experience delivering project/programme management within defence, technical, engineering, or consultancy settings.
  • Strong understanding of P3M methodologies/frameworks (e.g., PRINCE2, MSP, APM, Agile, MoP).
  • Proven track record of managing complex tasks, reporting workflows, risks, benefits, and dependencies.
  • Excellent communication and stakeholder engagement skills, with the ability to influence senior stakeholders.
  • Strong organisational and analytical capabilities, with attention to detail and proactive problem solving.
  • Ability to work independently and collaboratively across multi‑disciplinary teams.

Desirable

  • Understanding of project financials, budgeting, and commercial considerations.

Experience

Experience working within MOD, DE&S, or wider defence industry environments.

Consultancy experience, including client‑facing delivery.

Security Requirements: Some projects delivered under this role involve access to information protected by specific UK Government security caveats, including UK Eyes Only or 5EYES material. Access to such information is determined solely by the relevant security authorities and contractual obligations. As a result, eligibility for certain tasks may be restricted to individuals who meet the security vetting requirements applicable to those projects.

Eligible for UK Security Clearance (SC as a minimum; DV may be required depending on programme).
